Oftentimes rooms will just be packed full of basic enemies, and if you're not wearing the life sensor, military camo, or stealth suit, your reward for exploration will be "die, idiot." Other times, massive swathes of the level will be completely unpopulated, making for a dead-easy run to your target unless you feel inclined to make your life harder for no reason.
A game that's reputation may be funny memes and crazy textures, but that's so, so much more than that.
All the weapons feel unique enough, to a degree you feel like Mr.
The "dynamic difficulty," if you can call it that, is a good example of this.
In both cases, though, I think it is fair to say that Cruelty Squad is entertaining, and it is worth paying attention to the story.
